Lessons Learned Through The Commissioning Lens – Project Planning & Controls – Definition Phase

Commissioning and Start-Up of large capital projects paints the final picture of success in the execution of the project scope of work. Early planning and coordination of key project milestones and system interdependencies can greatly affect the timelines to achieve steady-state operations.

OTS understands that the best way to improve overall project outcomes is to replicate successes that drive performance; and address safety, cost and schedule challenges as they arise.

As part of our Quality Management System, OTS follows a proprietary Commissioning planning and execution model utilizing a Definition, Development and Execution process flow. These phases happen in succession over the life of the project and are best started early on. Early planning and development will lead to an efficient execution of Commissioning and start-up and will result in an earlier transition to operation of the facility.

During the Definition Phase, the project scope is understood to a point where a number of deliverables are able to be created. These deliverables will represent a clear picture of how the project will be executed.

Completing the Definition Phases allows us begin laying the framework for creating cost efficiencies through mobilization planning, resource allocations, and full budget building activities and integration between the project budget plan and the execution data. Stay tuned for the more information on the next phase in our process – the Development Phase.
