Steve MacDougall, P.Eng., VP of Projects
With over 25 years of experience in the construction, commissioning, and operating onshore and offshore oil and gas facilities Steve co-founded OTS in 2005. Steve has been responsible for developing and implementing commissioning and startup strategies for multiple mega projects in the oil and gas, mining and minerals industries. From Front End Engineering Design through to steady state operations, Steve has been involved in all aspects of large project development. His superior technical knowledge of intricacies, associated with commissioning and start-up, has led to the development of a series of sound principles and processes that serve as the basis for OTS’ successful operations. Steve holds a Bachelor of Mechanical Engineering from the Technical University of Nova Scotia.
Steve McKinnon, Director of Technical Operations
Steve has 21 years’ experience working in the energy sector holding several key positions providing superior services to a variety of clients. His desire to focus on the commissioning and start-up industry led him to join the OTS Team. Steve began working with OTS in 2008 and held field positions of Electrical and Instrument Coordinator and Commissioning and Start-up Manager before beginning his current appointment in January 2012.
As the Director of Technical Operations, Steve’s primary focus is to direct and support field operations to ensure that all of our projects meet the standards of safety, quality, consistency and technical excellence that our clients have come to expect from OTS.
Roland Salinas, Regional Manager, US Operations
Based in the OTS USA office in Houston, TX, Roland is responsible for managing current and future operations in collaboration with Corporate Sales, to grow the OTS pipline of opportunities in the United States. From field technician to leading teams as Commissioning Manager, Roland is well versed in planning, preparing and executing on Commissioning projects. Roland has over 18 years' exeperience in commissioning, start-up and operational support and has worked on several onshore and offshore major projects in the energy sector within the US and overseas. With his diverse experience, Roland comprehends the importance of master planning as a key success factor towards successful project execution of Commissioning, Start-Up, and Handover of major facilities to client Operational Business Units.
Greg Tibbo, P.Eng., Project Controls Manager
Greg is an experienced engineering professional skilled in many aspects of management, maintenance, and quality management systems, production, environmental and budgeting. Greg has over 18 years of experience and joined the OTS team in 2012. Greg completed his Bachelor of Science in Mathematics at Dalhousie University in addition to his Bachelor of Mechanical Engineering at the Technical University of Nova Scotia. He is now a certified professional engineer.
Greg has provided both corporate and field support for OTS technical operations, working directly with field employees (schedulers/completions), clients and the business development team on requests for proposals. Greg also contributes to the overall development of OTS’ remote support teams, utilizing innovative techniques to provide clients with customized solutions.
